电网大面积冰灾分析及对策探讨

摘    要:为提高电网抵御自然灾害的能力,分析了2008年1月中旬至2月上旬我国南方地区电网发生大面积冰灾的特点及原因。认为持续的雨雪冰冻天气带来的绝缘子严重覆冰、覆冰产生的过荷载、不均匀覆冰等,导致了电网发生倒塔断线、冰闪跳闸、导线舞动、设备损坏、电网解列、大面积停电等冰灾事故。结合电网遭受破坏后出现的问题,提出了应从冰区划分、路径选择、线路设计及改造、冰闪防治、应急运行方式、融冰技术等方面采取对策和措施,以防止和减少严重覆冰对电网造成的破坏和影响。并针对此次电网大面积冰灾的特点提出了今后的研究重点,包括冰情监测及预警、杆塔破坏特性、线路设计参数及标准、绝缘子冰闪特性、防冰材料、除冰手段、融冰装置等。建议从多个环节开展全方位研究。

Abstract:In this paper, the characteristic and cause of large area icing accident on power grid is analyzed. It is pointed out that the continual serious weather conduces insulator icing, excess icing load, differential icing, which cause tower falling down and wire broken, icing flashover, conductor gallop, network splitting, large area outage and so on. In combination with the problem reflected from the destruction of power grid, it is presented that the countermeasures should be taken from ice area division, route selection, icing monitoring and pre-wa.rning, emergency operation mode, icing removal method, ice melting technology and device etc. for reducing the influence and destruction of icing. According to the character of the large area icing accident, the following research content is presented, which contains destruction character of tower, line icing monitoring and pre-warning, standard of line design, character of icing flashover, icing removal and melting method ect.
