| Abstract: | In this paper, the proposition that an unbiased estimate is a sufficient and necessary condition for making an efficient estimate is given and proved. This is a useful theorem for the existence of efficient estimate can efficiently be discussed by using the theorem, and an efficient estimate can be obtained immediately when it comes into existence. |
