2003煤炭经济年中概览

通过对2003年上半年煤炭行业市场分析后,认为当前煤炭行业依靠市场进行资源配置的机制还没有充分建立,宏观经济影响和国家产业政策仍对煤炭经济运行起主导作用。行业整体效益尚未完全摆脱困境、产业技术水平有待提高、市场化发育程度不够、产业布局呈现明显的区位性特点、产业集中度仍然较低等是煤炭产业发展状况的现时特征。下半年煤炭生产稳中有增、增幅可能减缓,煤炭市场价格有望回升、但升幅同比可能降低。降价不会成为未来趋势,提高技术增效是必由之路。建议在完善煤炭产品技术标准的基础上,对不同品质产品施行差额税率,降低优质煤炭品种的税赋。

Survey of Coal Economy in Mid-year of 2003

Through market analysis of coal industry in the first half year of 2003, it is considered that the mechanisms to be relied on by coal industry to deploy its resources through the market, have not been fully established yet. Macro economy influence and national industrial policy still greatly impact on the coal economical operation. The current status of coal industry are characterized by its entire benefits having not got out of its difficult situation, technical level of the industry needing to be improved, market having not well developed, distribution of the industry showing obviously regional characteristics, and low degree of industrial centralization. In the coming half year, it will have a stable increase in coal production, but with slow down pace. Price in the coal market is expected to go up, while there is not a big margin increase in coal price. The decrease in coal price will not be a trend in the future. Therefore, to improve technology level and increase benefits is the only road to be taken for coal industry. It is suggested that the different tax rates should be applied to various products, and reducing the taxation of high quality coal products, on the basis of perfecting technical standard of coal products.
