| 摘 要： | 本文对现有固定费用分摊方法进行了分析。根据合同交易功率分摊理论，EMS瞬时功率测量，提出了用户对输电设备的MVA积分使用程度概念及其算法。分析了各种方法的适用情况，提出了组合分摊算法，并将其用于合同交易电力市场固定费用的分摊。

| Abstract: | The current cost allocation methods are analyzed. Based on the power allocation method and EMS instantaneous power measurement, the MVA allocation method of customer's usage to facilities is proposed. It is pointed out that the combination method can be used for the fixed cost allocation. Practical system analysis for contract market is presented. |
