摘    要:通过预先分析1200 kt/a焦化改造的内容及工程量、装置工艺流程、操作运行条件、施工周围环境以及外界的危险因素,找出边生产边施工及装置停工改造的关键危险因素,制定出防止事故的安全对策,运用HSE的管理方法,落实各项安全措施,达到安全施工的目的。

Abstract:In advance,revamping content,engineering workload,process flowsheet,operation conditions,con- struction environment and external risk factors were ana- lyzed in revamping 1200 Kt/a delayed cocking plant, then pivotal risk factors were found out,when construc- tion will be made at the same time of operation and re- vamping will be done after the plant will shut down. Safety countermeasures were made also.Through use of HSE management,various safety measures were carried out and safety construction was achieved.
