山西省吉县淤地坝系工程效益分析

通过对临汾市西部山区的吉县多个坝系调查，得出：坝系作为一种多功能的水保沟道工程措施，具有显著的拦蓄泥沙、滞洪缓洪及防洪保收效益，促进了国家退耕还林还草政策的实施，推动了贫困山区农村产业结构的调整．国家投资与农民个人管护，政府推动与市场调节相结合，仍是最主要的坝系建设与管护模式，建议加强淤地坝系的科学研究与监测工作。

Benefit Analysis on Check-dam System Engineering in Ji County of Shanxi Province

Through investigation on many dam systems in Ji county＇s western mountain area, the conclusion is that the check-dam system, as a muhifunctional measure of water and soil conservation engineering in river valley,possess outstanding benefit in sediment detention, flood retarding, guaranteeing harvest by flood control. By means of this measure, to carry out the policy of withdrawing farmland for afforestation may be promoted, the regulation of agriculture structure in poor mountain area may be pushed forward, and the combining national investment with personal management, the combining government＇s promoting with market regulation still are the main construction mode and management mode of check-dam system. At last, some suggestions about strengthening the research and monitoring job on check-dam system are put forward.
