| 摘 要： | 本文在总结国际隧协(ITA)地下空间规划专业工作组对其成员国所做的有关地下空间法律和管理的调查基础上,重点分析了美国明尼苏达州和密苏里州堪萨斯城以及日本地下空间立法状况与主要内容,并运用类比学的方法,指出我国地下空间的立法必需把握时机,以适应城市建设的发展需要。在文中的最后,还简要地提出了我国地下空间政策与立法的主要内容设想结构,旨在寻找出一条适合我国国情的立法之路。

| Abstract: | Based on preliminary survey of ITA member nations by the working group on subsurface planning on legal and administrative issues in underground space use, the legislation for underground space in Minnesota, Kansas City, Missouri (USA) and Japan was analysed. To meet the requirements for development of urban construction, the legislation in underground space use in China should be taken into account pro-mptly. A suggestion on policy and legislation in utilization of underground space was given. |
