国外供电改革的一些做法

20世纪 80年代末 ,电力改革迅猛发展 ,厂网分离 ,发电竞价上网等做法早已众所周知 ,但对供电方面则报导甚少 ,本文介绍了近年来部分国家的一些思路和方法 ,如对供电公司每年的收入在考虑到消费价格指数、企业效率和供电量等三个因素后规定一个限额。又为了防止供电公司为降低成本导致电压质量和可靠性的降低 ,建立停电赔偿制度等。

REFORM ON ELECTRIC POWER SUPPLY MANAGEMENT IN SOME FOREIGN COUNTRIES

Since late 1980,reform in electric power industry has been spreading at full speed.Generation separating from power grid and accessing grid with competitive price etc.have already been known to all,but seldom informations on power supply management were reported.Therefore,this paper introduces recent way of thinking and methods adopted by some foreign countries in this field.Such as assigning an annally income cap for the distsiloution company,taking considesation of three factors:comsumption price index,enterprise peformance and energy delivered or transmitted.In addition,in order to prevent decrease of voltage quality and reliability resulting from reduction cost,a compensation systcm of non delivered energy was eastabilished.
