| Abstract: | This paper analyzes the reasons of the loss caused by natural disasters and proposes the per- fect mitigation system of flood control and drought relief, the system of water resources rational allo- cation and high efficient utilization of water resources, the security system of resource conservation and the health of river basins, and the measures which are conducive to scientific development of water conservancy. |
