| 摘 要： | 构建信息社会的电子政务是国内外发展的一个热点，但目前电子政务建设缺乏总体框架标准。文中就未来国家或区域电子政务建设提出了完整体系结构，其中包括功能体系、基础平台体系、资源体系和运行支撑体系，并描述了各自构成要素和相互关系。
