| 摘 要： | 针对全国现存耕地到2010年能否守住"18亿亩红线"的热点问题.对城市建设用地供给量与耕地减少总量之间的关系进行了深入探讨.通过对造成城市建设用地"紧张"的主要原因的分析研究,以及从不同角度对处理城市发展与耕地保护的关系进行的阐述和分析,提出城市总体规划应该适应新形势下经济社会发展变化的需求,建立一套与之相适应的动态、弹性与刚性相结合的规划编制与管理理念及方法.
