三峡工程在建设实施阶段创立了静态控制、动态管理的投资管理模式,以设计概算静态投资为依据,结合三峡工程的实际,按照总量控制、合理调整的原则,通过编制枢纽工程执行概算,分解、调整和重组了单项工程和费用投资控制目标,为确保枢纽工程静态总投资控制在设计概算静态投资总额度以内,发挥了不可替代的作用。该投资控制管理理念已得到国内同行的广泛认同和初步推广。
