摘    要:构皮滩水电站过坝通航建筑物是乌江下游航道的起点,根据工程技术经济论证结果,电站工程开工时过坝通航设施采用缓建方案。但随着下游梯级电站的提前开工建设,尽快实现河道通航的需求与过坝设施缓建方案矛盾日益显现,建与缓建争议不断,最终根据宏观发展战略需要确定了同步建设、立即开工的决策。分析了过坝通航建筑物建设中存在的主要问题,提出了对策建议,希望对其他类似水电工程建设决策有借鉴作用。
