农地制度改革:当前进程与两岸比较

20世纪中叶以来,我国的台湾和大陆都进行了农地制度改革。台湾地区形成了土地私人所有制,大陆建立了土地集体所有制。但其后不久两种性质完全不同的农地制度却殊途同归,都在不同程度上阻碍了农业生产的进一步发展,急需改革。两岸农地改革的实践表明:农地制度的个体小农所有制与集体所有制一样,都不是现代农业发展理想的土地所有制形式;农地改革应当尽量回避制度弹性过小的制度安排。

FARMLAND SYSTEM REFORMATION: PRESENT PROGRESS AND COMPARISON BETWEEN MAINLAND AND TAIWAN PROVINCE

Since the midterm of the 20's centry,both Taiwan province and mainland have carried out the reformation of farmland system.Taiwan province forms the private ownership land system;and mainland constructs the collective ownership land system.However,the both farmland systems with complete different property obstruct the development of agriculture production to some extent and require for reformation.The practice of farmland system reformation of mainland and Taiwan province shows that both the individual small-scale peasant ownership system and the collective ownership system are not perfect land system;too small flexibility should be tried to avoid in the farmland system reformation.
