关于海河流域环境用水与南水北调配水问题的意见

20世纪70年代末以来,随着经济社会的迅速发展,海河流域水资源开发利用程度在全国七大江河中名列前茅。海河流域水资源不当的开发利用,导致了一系列的生态环境问题。为此,尽快建设南水北调工程成为我国社会各界普遍关注的一个重要问题。在全面分析和科学预测海河流域现状和未来水资源短缺量及其分布状况的基础上,对南水北调工程的调水量、建设和运营以及地下水库参与水量调节等问题提出了一些观点和建议。

Opinion about water requirement for environment and water allocation by South-to-North Water Transfer Project in Haihe River Basin

Since70's20century,with the rapid development of social economy,the utilization level of water resources in Haihe River Basin is in a leading position among7big rivers in China.The improper exploitation and utilization of water resources resulted in a series of problems on ecological environment.Therefor,to construct South-to-North Water Transfer Project as soon as possible is deeply concerned by people of all works of life.On the basis of analyzing the actuality of shortage and distribution of water resources in Haihe River Basin,some ideas and suggestions on the amount of water transferred,construction and operation and water regulation with underground reservoirs for South-to-North Water Transfer Project put forward.
