摘    要:一个供应链系统由供应商、内部供应链和零售商组成,在内生变量和外生变量的干扰下产生中断和延迟两种结果.根据因果分析法和分层分析法,建立一种识别框架,从六方面来识别供应链风险.而且,为了操控这些风险,有效的方法可从战略和战术的角度来考虑.战略上,有必要设计稳健的供应网络、加强供应链伙伴的信息共享和激励一致性的协作互信关系.在战术上,通过产能柔性、库存持有柔性、提前期柔性来建立柔性储备,可以减轻供应链的中断或延迟.

Abstract:A supply chain system is composed of supplier, ISC and retailer. Affected by its endogenous variables or exogenous variables, either disruption or delay may be resulted. A framework of identifying supply chain risks was built by the method of cause and effect analysis and hiberarchy analysis, and by six components. Moreover, some effective polices to handle these risks may be taken from the perspective of strategic and tactic view. On the one hand, it is necessary to design a robust supply chain network to enhance the information sharing, trust and coop- eration between two partners strategically. On the other hand, flexible reserve is tactically built through capacity flexibility, inventory flexibility and lead time flexibility in order to mitigate its disruption or delay.
