大型建筑企业BT 项目运作能力成熟度评价

BT 模式作为广义PPP 模式的一种，因政府不参与投资、投资回报周期短而迅速在基础设施建设领域得到广泛应用，为大型建筑企业带来了发展机遇，大型建筑企业迫切需要转型升级，BT 项目运作能力的评价和提升成为大型建筑企业成功转型的重要突破口。从BT 项目运作流程角度对大型建筑企业BT 项目运作能力展开分析，得出投资决策能力、合同管理能力、资金运作能力、建设过程管控能力、回购风险防范能力、关系协调能力6 个能力构成要素。在此基础上分析实现能力要素的关键实践活动，构建大型建筑企业BT 项目运作能力成熟度评价指标体系，引入CMM 的成熟度思想确定评价标准，运用序关系序列法确定指标权重、采用模糊综合评价法进行评价，并结合案例分析进行实例演算得出结论。

BT Project Operation Capability Maturity Assessment of Large Construction Companies

BT mode, as a kind of generalized PPP mode，is widely used in the field of infrastructure construction and brings development opportunities for large construction companies and large construction companies urgently need to upgrade because of the credit that government did not participate in the investment，payback period of investment is short and swift. This paper analyzed BT project operation capacity of large construction companies from BT project operation process perspective，obtained six capacity constitute elements:investment decision capacity，contract management capacity，funds operation capacity，construction process tube controlled capacity, repo risk prevention capacity，and relationship coordination capacity，analyzed key practice activities to achieve capacity elements，constructed BT project operation capacity mature degrees evaluation indicators system for large construction companies，introduced the maturity of the idea of CMM to determine evaluation criteria，applied the ordering sequence method to determine the index weight，and adopted fuzzy comprehensive evaluation method to evaluate. Finally，case study examples of calculations were conducted.
