建设世界一流大学的障碍与基本方略

对我国而言,建设世界一流大学必然会遇到不少困难与障碍,需要采取相应的方略来加以应对与解决。其中,关键障碍有三:公共教育经费投入不足和经费使用不当;现代大学理念和制度的缺失和迷惘,大学教师、学生的质量远非一流。应对的基本方略应为:加大政府公共教育经费投入力度,合理配置教育资源,改变重“硬件”轻“软件”的观念;在学习借鉴它国经验的基础上,加大理念和制度的借鉴和创新,形成适应我国发展需要和世界发展趋势的大学理念和制度模式;不遗余力地根除应试教育的负面效应,实质性推进素质教育,使培养一流学生成为可能。

Major Obstacles to the Construction of Top World Universities and Their Countermeasures

As far as the Chinese universities are concerned, there are some obstacles to the construction of top world universities, and measures should be taken to overcome them. There are three major obstacles: the funding of education is underinvested and abused;the idea and the institution of the modern university are absent in China; and,the qualities of the faculty and the student population are far from the top of the world.Therefore,such countermeasures as follows should be taken:increase the public funding of higher education and distribute it properly;make effort to carry out the innovation of the idea and the institution and optimize it;and,eliminate the bad influences of examination-based education and try to bring up more excellent students.
