我国“十四五”石油储备建设思路研究

未来一个时期我国将面临更加复杂的发展环境,石油安全极易成为大国博弈中我国受制于人的软肋,我国石油储备能力亟待加强。当前,我国石油储备能力建设落后于规划要求,主因是一些体制机制还存在有待改进之处,地方政府、建设企业、运营管理企业等各类主体的积极性还有待进一步调动和激发。“十四五”期间,我国石油储备要坚持储备能力建设和储备制度建设两手抓,要着重处理好增量与存量、创新与改革、国际与国内三方面关系,要在扩大石油储备规模、加强企业责任储备、发展储备新模式、完善储备基地布局、加强国际合作、丰富储备资金来源、完善轮换动用机制、形成市场化运作机制、推动石油储备立法等具体领域上系统发力,推动我国石油储备建设迈上一个新台阶。

Research on SPR Construction during China’s 14th Five-Year Plan

For a period in future,China will be faced with more complicated development environment,and petroleum security is very likely to be the soft spot for China to be constrained by other countries in superpower games.Therefore,China's strategic petroleum reserve(SPR)capacity urgently needs to be strengthened.Currently,the construction of China's strategic petroleum reserve capacity lags behind the requirement of planning,mainly because some mechanisms still need to be improved,and the enthusiasm of relevant local governments,constructers,operators and managers needs to be further stimulated.During the Fourteenth Five-year Plan,China's strategic petroleum reserve construction should focus on the building of both reserve capacity and reserve system,manage the integration of increment and inventory,innovation and reform,and international and internal resources,and make systematic efforts to expand the storage scale,strengthen corporate oil stockpiles,develop new models of petroleum reserve,improve the layout of storage bases,enhance international cooperation,enrich the sources of petroleum reserve,improve the rotation-using mechanism,establish a market-based operation mechanism,and promote legislation on petroleum reserve,so as to lift China's strategic petroleum reserve to a new level.
