关于我国电力工业可持续发展战略的思考

分析了从国家层面开展电力工业长远发展战略规划研究的必要性，提出应从发电环节可持续发展、发电和输电共性资源可持续发展、电力终端消费可持续发展、电力技术可持续发展以及政府管制政策可持续发展五个方面开展研究，同时提出规划研究五项原则，即与国家经济社会发展的战略目标相匹配、与国家一次能源资源战略相适应、开源与节流并重、资源节约与环境友好、政府监管与市场引导并行的原则。

Thoughts on sustainable development strategy of electric power industry in China

This paper analyses the necessity of the long-term development strategy planning research of power industry from a national layout of China; comes up with the research on the sustainable development from such five aspects as the power generation, the common resources for power generation and transmission, the terminal power consumption, the power technology and the government regulation. Whilst it puts up five principles on the planning research, which are to be well suited with the strategic goals of national economic and social development, to be well fit with the primary energy resource strategy, to develop broadly but skimp seriously, to be frugal on resources and be friendly to environment, to be under both government regulation and market guide.
