| 摘 要： | 历史遗留矿山环境问题已成为影响公众正常生产生活和生态安全的重要因素。阐述了历史遗留矿山的概念及其主要特征，梳理和分析了中国历史遗留矿山环境治理的进展与存在的问题。从摸清历史遗留矿山环境底数、健全法律法规、明确环境责任、完善体制机制等方面，提出加快历史遗留矿山环境治理的对策建议，以期为山水林田湖草生态保护修复工作提供参考。

| Abstract: | Environmental problems of legacy abandoned mine have become an important factor affecting the normal production,living of the public and ecological safety.This paper expounded the concept and main characteristics of legacy abandoned mines,reviewed and analyzed the progress and problems in environmental governance of abandoned mines in China.The following measures were proposed to put forward countermeasures and suggestions for accelerating the environmental management of legacy abandoned mines,including a detailed survey and environmental assessment of legacy abandoned mines,improvement of the laws and regulations,clear environmental responsibility,strengthen administrative system and mechanism etc.,so as to provide reference for ecological protection and restoration of mountains,rivers,forests,farmland,lakes and grasslands. |
