| 摘 要： | 为了贯彻国家的创新战略思想,结合企业转型的需要,中国电信集团提出了"以业务为中心,以集成创新为主体"的企业创新战略.本文从如何认识这个策略人手,阐明了集成创新和以业务为中心对研发体系的重要性,然后围绕这个主题提出了中国电信研发体系转型和产品研发的方向.

| Abstract: | In order to follow out national innovation strategy, China Telcom put forward the innovation strategy, oriented to the service development, and mainly focus on the integrated innovation. This paper analyze the necessary of integrated innovation and oriented to the service development, then discuss the developing direction of services research and the transformation of China Telecom research institute. |
