摘    要:煤化工是煤炭清洁利用的主要方式之一,有序、规范发展煤化工产业是我国煤炭产业供给侧改革的重要任务。我国煤化工产业发展基础较好、潜力较大,部分领域已居国际领先地位,但也存在一定争议,区域布局不科学是其中之一,究其原因,是对产业布局的区域竞争力分析不够深入。本文搜集全国31个省级行政区发展煤化工产业的资源禀赋、市场竞争力、基础设施、经济效益、环境容量、政策扶持等6个方面12项指标数据,采用层次分析法对各省域煤化工产业区域竞争力进行定量分析,根据竞争力高低将全国31个省级行政区划分为五类区域,并在此基础上提出中国煤化工产业布局建议,优先考虑内蒙古、陕西、新疆等资源储量丰富、环境容量高、当地政策支撑力度大且水资源不形成瓶颈制约的省(区)作为发展煤化工产业的重点区域。

Abstract:Coal chemical industry is one of the main ways of clean utilization of coal.Orderly and standardized development of coal chemical industry is an important task of supply-side reform of coal industry in China.The development of China"s coal chemical industry has a good foundation and great potential, and some fields have taken the lead in the world.However, there are some disputes, and the unscientific regional layout is one of them.It is that the analysis of the regional competitiveness of industrial layout is not deep enough.This paper collects 12 index data of resource endowment, market competitiveness,infrastructure, economic benefit, environmental capacity and policy support for the development of coal and chemical industry in 31 provincial administrative regions of China. The analytic hierarchy process is used to quantitatively analyze the regional competitiveness of coal chemical industry in each province. According to the level of competitiveness, 31 provincial administrative regions in China are divided into five types of regions, and on this basis, some suggestions on the layout of coal chemical industry in China are put forward. Provinces?and?regions?with?rich?resources, high?environmentalcapacity, strong?local?policy?support?and?no bottleneck of water resources,such as Inner?Mongolia, Shanxi and?Xinjiang,should?be?given the priority as?the?key?areas?for?the?development?of?coal?and?chemical?industry.
