| 摘 要： | 基于可利用量的水资源使用权配置(水权配置),属于规划阶段的水资源配置,是一种资源配置,而非工程配置。这种配置基于水资源量,配置水资源可利用量。文中在分析水资源量、可利用量与耗水量之间关系的基础上,论述了基于可利用量的水资源使用权配置与传统意义上水资源配置的主要区别。

| Abstract: | The allocation of water use right based on available water resources,namely water right allocation,belongs to water resources allocation for the programming phase.It is a resources allocation,but not an engineering allocation.Based on the amount of water resources,water right allocation is to allocate the amount of available water resources.The relationship among water resources,available water resources and water consumption is analyzed herein,and then the essential difference between the water right allocation and water resources allocation in the tradition sense is discussed as well. |
