| 摘 要： | 清江隔河岩库区移民后期扶持的十年已经结束,但是困扰移民工作的问题仍然有很多,如生产资源严重不足、部分非农户生活困难、库区地质灾害频发、基础设施建设缓慢等问题。现分析了清江隔河岩移民工作困扰产生的原因,并提出了必须贯彻项目法人制的水利工程移民、建立市场化的移民补偿机制、引入第三方监理机制、尽快出台和落实后期扶持政策、加快水库移民立法工作、加快移民机构改革等解决项目法人制水利工程移民问题困扰的对策建议。

| Abstract: | After the 10 years of late-stage support for resettled people of Geheyan of Qing River, there are still serious problems in the resettlement such as the scarcity of production material, living troubles of part of non-farmers, frequent occurring of geologic calamities, slowness of infrastructure construction. This paper analyses the reasons of the problems in the resettlement of Geheyan of Qing River, and suggests resolving them to carry out resettlement by project legal person system, the marketization compensation mechanism of resettlement, the third party supervision mechanism, late-stage support policy, legislation of resettlement due to water projects, reform of resettlement departments. |
