城市绿地系统规划中社区生活圈规划理念运用策略——以岳阳市为例

社区生活圈休闲空间配置效率关乎休闲空间能否满足居民美好生活的需要。从《城市居住区规划设计标准》提出“生活圈居住区”到《社区生活圈规划技术指南》提出“社区生活圈”,社区生活圈以公共绿地为主的休闲空间规划相关规定日趋完善;《城市居住区规划设计标准》明确了公共绿地配套规模和复合利用,《社区生活圈规划技术指南》拓展了休闲空间范畴、复合利用范围,《城市绿地规划标准》等标准规范从指标整合、设施设置两方面进行有效补充;但系列标准规定对休闲空间系统挖潜整合不深入、利用范围规定不完善、功能实现措施不到位,导致根据标准规范编制的城市绿地系统规划中休闲空间服务要素配置效率不高。选取3个城市近期编制的城市绿地系统规划案例进行分析,印证生活圈有关绿地标准规范解读结果。基于此,提出研究国土空间规划体系下城市绿地系统规划中社区生活圈规划理念高质量运用策略的思路,将休闲空间纳入公园体系,对规模、布局和功能进行系统性整合,并以岳阳为例进行实践,总结出城市绿地系统规划中“整理资源构建完整系统、复合利用提升效率品质、精准供给保障规模覆盖、规划指引控规精准继承”四大社区生活圈规划理念运用策略,保障休闲空间服务要素高效配置,以期为城市绿地系统规划中社区生活圈理念应用提供借鉴经验。

Application Strategy of Community Life CirclePlanning Concept in Urban Green Space SystemPlanning: The Case of Yueyang

The allocation efficiency of leisure space in community lifecircle is related to whether the leisure space can meet the needs of residentsfor a better life. The research found that public green space of communityliving circle leisure space planning regulations increasingly perfect from"living circle residential area" in "Urban Residential Area Planning andDesign Standards" to "community life circle" in "Technical Guide toCommunity Life Circle Planning"; "Urban Residential Area Planningand Design Standards" clarifies the scale and compound utilization ofpublic green space, "Technical Guide to Community Life Circle Planning"expands the scope of leisure space and compound utilization, and"Urban Green Space Planning Standards" and other standards effectivelysupplement the life circle planning standards from index integration andfacility setting. However, the provisions of standards are not in-depthresearch on the potential exploitation integration, utilization scope andfunction realization measures of the leisure space system, which leads to thelow efficiency of leisure space service elements in the urban green spacesystem planning prepared according to the standards. This paper selects therecent urban green space system planning cases of three cities for analysisto confirm the interpretation results of green space standards in the lifecircle. Based on that, this paper puts forward the idea of studying the highqualityapplication strategy of community life circle planning concept inurban green space system planning under the land space planning system.Incorporating recreational spaces into the park system, systematicallyintegrating scale, layout and function, and taking Yueyang as an example,this paper summarizes four application strategies in urban green spacesystem planning: sorting out resources to build a complete system,compound utilization to improve efficiency and quality, precise supply toensure scale coverage, and precise inheritance of planning guidance andcontrol regulations, to ensure efficient allocation of leisure space serviceelements. It is expected to provide reference experience for the applicationof community life circle concept in urban green space system planning.
