| 摘 要： | 通过对我国水权制度建设现状的分析，在流域区域水权配置、个体取水权配置、灌区农民用水权配置三个层次指明了水权制度建设的内涵，明确了当前及今后我国水权制度建设的主要任务：一是全面推进初始水权明晰工作，二是全面推进以水权管理为核心的水资源管理体系建设，三是加强水权制度的技术支撑系统建设，四是开展水权转让试点工作。

| Abstract: | The paper identifies connotations of water fights allocation in three clusters of fiver basin territory, individual water withdrawal and irrigation water for farmers in irrigation districts by analyzing current conditions of water fights system construction. It also points out explicitly major tasks of institutional reform of water fights system at present and in the future, including overall promotion of initiation of water fights, strengthening water resources management system with water rights management as a core, building up technical support system, and undertaking pilots of water fights transfer. |
