废弃矿山生态修复投融资机制创新

在资源环境约束趋紧和经济下行压力下,矿产资源开发利用与经济发展、社会进步、公众需求的矛盾日益突出。为了解决废弃矿山生态修复资金投入不足的问题,建立政府主导、社会多元主体共同参与的废弃矿山生态修复投融资模式,在分析废弃矿山生态修复不同阶段成本支出和收益过程的基础上,概述了传统融资工具——贷款融资和股权融资的优势和注意事项,介绍了可用于废弃矿山生态修复项目的多元化融资工具的各自特点、相关性和资金来源,阐述了融资问题和协调问题对废弃矿山生态修复投资的限制,提出了发挥政府决定性作用、吸引社会资本投入、发挥社会组织的作用、鼓励当地民众共同参与等促进废弃矿山生态修复投融资的建议。

Innovation of investment and financing mechanism for abandoned mines ecological restoration

Under the tight constraints of resources and environment and the downward pressure of economy, the contradiction between the development and utilization of mineral resources and economic development, social progress and public demand has become increasingly prominent. In order to solve the problem of insufficient investment in the ecological restoration of abandoned mines, a government led and social multi subject participation investment and financing mode should be established. Based on the analysis of the cost expenditure and income process in different stages of ecological restoration of abandoned mines, the advantages and precautions of traditional financing tools that are loan financing and equity financing are summarized. The characteristics, relevance and sources of funds of diversified financing tools used for ecological restoration projects of abandoned mines were described. The limitations of financing and coordination problems on the investment in ecological restoration of abandoned mines are expounded. It is proposed to increase investment in the ecological restoration of abandoned mines, through playing a decisive role of the government, attracting social capital investment, playing the role of social organizations, and encouraging local people to participate.
