摘    要:调水工程的供水成本一般按照各受水区段供水量所占比例分摊,当考虑输水损失后,因输水损失分摊方法的不同,会产生不同的分摊用水量数据,从而有不同的供水成本分摊方法。本文对折算水量分摊法进行改进,提出了断面水量分摊法,该方法将南水北调工程中的输水损失在本区段净供水量和向北供水量之间进行分摊,将输水损失的水量按照受水比例在本区段及以后各区段之间进行分割,根据流经受益各区段断面的水量比例来分摊供水成本。该分摊方法更符合调水的实际情况。

Abstract:Generally, the cost of supplied water in water transfer projects in different transfer sectors is shared according to the net proportion of water volume to be received. However, in practice the water volume for calculating the cost sharing must be modified since the water distribution loss must be taken into account. The sectional water volume method is suggested for reasonably allocating the water distribution losses among the water receiving sectors to be considered and subsequent sectors. The sharing proportions are determined according to the water volumes passing through the cross sections of the supply system at each sector.The application of this method to calculate the water cost of the East Route of South to North Water Transfer Project shows that the sharing principle is more reasonable than that of current method.
