摘    要:需求响应的实施在实现电力系统削峰填谷的同时也对配电网的供电可靠性产生了影响。采用分时电价作为基于电价的需求响应机制,在此基础上通过模糊聚类方法实现时段的划分,以电量电价弹性矩阵衡量负荷的改变,并以峰谷负荷差值最小为目标函数优化分时电价。为分析基于激励的需求响应对可靠性的影响,在可靠性评估中考虑线路容量约束,引入激励响应负荷的概念,制定负荷削减策略并提出衡量激励响应负荷的可靠性指标。算例验证了理论分析的正确性。

Abstract:The implementation of demand response for realizing the load shifting of power system has also impact on the supply reliability of distribution network. TOU(Time-Of-Use) price is used as the price-based mechanism of demand response, based on which, the fuzzy clustering method is applied to partition the TOU periods, its elasticity matrix is adopted to measure the change of load, and the minimum peak-valley load difference is taken as the objective function to optimize the TOU price. In order to analyze the impact of incentive-based demand response on the reliability, the line capacity constraints and the concept of incentive-based load are introduced to the reliability evaluation, the load reduction strategies are designed, and the reliability indices of incentive-based load are put forward. Case study verifies the correctness of theoretic analysis.
