| 摘 要： | 国土规划是一个国家或地区高层次、战略性、综合性的地域空间规划,是对国土开发利用、治理保护进行宏观调控的重要基础。我国的国土规划是以国土资源开发、利用、整治为核心的。新一轮国土规划必须在科学发展观的指导下,以城乡一体化规划破除城乡二元经济结构现状,创新规划的思维模式和规划方法,不仅在宏观层面为决策层进行决策提供依据,更重要的是为促进社会和谐发展发挥指导作用。
