介绍了NEBS认证对网络设备的稳态电力线感应抗扰度的标准要求和测试方法。主要包括长回路、短回路、中继线路的稳态电力线感应标准要求和测试方法。这部分的要求适用于附录A中端口类型1和类型3的网络设备。如果被测设备用在长回路通信线缆（大于20kft）中，采用2节中的标准；用在短回路通信线缆（小于20kft）中，选择第3节中的标准；用于中继干线中，采用4节中的标准。然而这些要求都不适合长度小于5kft的通信线缆。
