| 摘 要： | 针对当前煤矿安全事故频发的形势,通过对比分析国内外煤矿安全生产特点,主要从煤层赋存条件、人才与安全管理、技术装备和安全监管等方面,讨论了制约我国煤矿安全生产的因素.基于安全生产中存在的问题,从安全立法、人才培养、管理改革和国际交流等四个方面提出了相应措施,对提高煤矿安全管理水平、实现煤矿安全生产具有一定指导作用.

| Abstract: | Aiming at the safety accidents frequency in coal mine at present, the safety production situation of coal mine at home and abroad was contrasted and analyzed in this paper. Restrictive factors of safety production were discussed, which are occurrence condition of coal seam, talents and safety management, technical equipments and safety supervision. According to the problems in the safety production, effective measures were proposed from four aspects which are safety legislation, personnel training, management reform and international exchange. The results give guiding roles to improving safety management level and safety production of coal mine. |
