基于城市化角度的增减挂钩政策实施研究

2003年以来,我国推行了城乡建设用地增减挂钩的政策。本文重点研究了增减挂钩政策实施中两条典型的路径:宅基地换房和"双置换",并基于城市化道路研究的角度指出了华明镇宅基地换房的制度创新和"双置换"的危害和教训,并进一步总结了增减挂钩政策的适用性。如何妥善解决千差万别的农民的城市化,需要通过因时而异、因地而异的方式来实现,当前一些地方在增减挂钩试点中一刀切的、不研究地方实际的城市化道路是断不可取的。

POLICY IMPLEMENTATION OF LINKING FROM PERSPECTIVE OF URBANIZATION

The policy of linking the increase in land used for urban development with the decrease in land used for rural development has been put into practice since 2003.Based on the theory of urbanization this paper focuses on two typical paths:exchange of house with homestead and double exchanges.It examines the institutional innovation of the project of Huaming town and the lessons of double exchanges.Then,it emphasizes that the linking policy should be carried out depend on different situations.
