| 摘 要： | 合同能源管理（EMC）是基于市场的节能新机制,叙述了EMC的操作流程和优势特性以及在中国的发展历程,国家和地方推行EMC的最新动态和积极举措。结合中国能源利用状况以及国家＂十二五＂节能降耗工作面临的严峻挑战,指出,大力推进EMC的可行性和紧迫性,提出,推进EMC和发展节能服务产业的建议。

| Abstract: | A new kind of energy-saving mechanism based on the market—Energy management contracting（EMC） whose origin,operation process and advantages of the characteristics have been recommended.On this basis,its feasibility and urgency of acitvely promoting EMC are fully discussed,combining with China＇s energy utilization condition as well as the country＇s facing challenge of energy conservation and consumption reduction at ＂12th five-year plan＂.And then,the development course of EMC in China is reviewed.What＇s more,the latest dynamics and active measures of the nation and local government are stated.Finally,some positive suggestions have been put forward to promote the development of EMC and energy conservation service industry in the current energy saving of the new situation. |
