摘    要:鉴于目前的水资源评价多集中于可见的、可以被直接利用的水资源,忽视了土壤水资源的评价和管理,根据生态水文学原理,把降雨划分为绿水和蓝水,从水循环的全过程和水量平衡的全要素来看,把"绿水"引入水资源的范畴中,作为广义水资源的一部分,把降水看作水资源的总来源。
