| 摘 要： | 编制事故应急预案不但是抵御事故和控制灾害蔓延、降低危害后果的关键手段，也是《安全生产法》赋予企业的责任。通过对攀钢热电厂编制和完善事故应急预案与急救措施体系的介绍，探索了编制完善事故应急预案、进行实际演练的程序和原则。

| Abstract: | Drawing up of emergency plan of accident is not only key means to prevent an accident,control spreading of disaster and reduce effects of harm,but also duty that Safety Production Law entrusts to the enterprise.Drawing up and perfection of emergency plan of accident and emergency treatment system are introduced.The program and principle of drawing up and perfection of emergency plan of accident and practice are studied. |
