从近代青岛城市规划的发展论中国现代城市规划思想形成的历史基础

以青岛为例,结合现代城市规划在中国近代的发展轨迹,认为导致影响中国现代城市规划思想形成的历史基础包括两个方面:一是学科本身独特的历史发展轨迹所形成的特定基础;二是在学科发展过程中,国家历史进程的大背景对学科产生影响的普遍因素.前者包括特殊的"移植"背景导致的对城市规划认识的偏差以及后天的成长环境未能触及现代城市规划的思想本质:后者具体表现为社会的历史进程突显城市规划的理想化倾向、国家主义影响城市规划政府干预思想强化、政治基础的缺陷使城市规划缺乏制度环境的建设.

HISTORIC BASE OF CONTEMPORARY CHINESE URBAN PLANNING IDEOLOGY IN VIEW OF THE DEVELOPMENT OF TSINGTAO'S MODERN URBAN PLANNING

Using Tsingtao as the case study and studying the evolution of China's modern urban planning, the paper argues that the historic base of China's contemporary urban planning ideology consists of the specific basis formed by the unique evolution of planning study and the concurrent historic development of China. The former includes the bias caused by "transplanting" western urban planning to China and by the failure to discover modern urban planning ideology. The latter is represented by the idealization of urban planning in the social revolution process, the intensifying of state intervention in urban planning and the lack of political base which undermines urban planning system.
