基于组织界面的 PPP 项目政府责任实现机理分析

针对 PPP 项目失败案例中的政府职能错位、越位和缺位导致政府责任未能充分实现的问题，基于组织界面理论，将 PPP 项目政府责任界面识别为纵向、横向和斜向 3 个组织界面和对应的 20 个具体影响因素；通过 BP-DEMATEL 模型遴选出政府责任实现的 8 个关键因素；运用系统动力学分析关键因素在各组织界面中对 PPP 项目政府责任实现的影响机理，并提出了政府责任实现的路径。

Analysis of the Mechanism of the Government Responsibility of the PPPProject Based on the Organization Interface

According to the functions of government in the case of failure of dislocation in PPP project，the offside and absence ofgovernment responsibility lead to failure to fully realize the problems. In this paper，based on the theory of organizational interface，the PPP project government responsibility interface is identified as the vertical，horizontal and oblique three organizational interfacesand the corresponding 20 specific factors. 8 key factors to achieve the realization of the government responsibility are selectedthrough the BP-DEMATEL model. And the influence mechanism of the key factors on the realization of the PPP project governmentresponsibility in the organization interface is analyzed using system dynamics analysis，and finally this study puts forward therealization path of the government responsibility.
