摘    要:结合我国能源特点及可持续发展战略。从优化配置资源、提高资源利用效率、实现社会效益最大化、推动电力工业与经济、环境和谐发展的角度出发,通过对分布式电源(DG)出现与并网运行带给配电系统的利弊分析.指出DG与配电网之间经协调规划,完全可以使双方实现“共赢”。提出了一种DG与配电网规划,的新模型.并引入罚因子指导DG的投资建设及共同承担规划风险。最后,还提出了采用协调发展系数对电力规划进行评估。

Abstract:In order to optimize the allocation of resources, improve the efficiency of resource use and achieve maximum social benefit, promote harmoniously development of the power industry, the economy, and the environment, combining with the characteristics of China's energy and the strategy of sustainable development, the paper analyzes the pros and cons which the DG caused and pointes out that the two sides can achieve win-win under the reasonable combination between DG and the distribution system. This paper presents a new model of distribution network planning including DG and introduces penalty factor to influence and guide the investment and construction of DG. On the end, in order to influence the planning of next stage, the coordination development coefficient is proposed to evaluate the power planning.
