摘    要:针对继电保护定值离线管理模式存在的弊端,提出了基于能量管理系统和故障信息处理系统的在线定值管理系统的构想,该系统能实现定值的在线整定和在线刷新,能对当前运行方式进行定值失配预警及其事故预想.克服了定值离线管理模式的弊端,能从技术手段上更有效地保障电网的安全稳定运行.重点介绍了该系统的结构和实现,并对在线整定在电网大面积停电与电网"黑启动"中的应用进行了探讨.

Abstract:To overcome the shortcomings of offline setting management scheme, an online setting management system based on energy management system (EMS) and fault information system is presented. It realizes the online coordination and update of the setting in relays, and it can provide the warning signal of setting mismatch and contingence occurrence in current operating mode. The online system can overcome the shortcomings of offline setting management and guarantee the security and stability of the power system in view of technology. The implementation and framework of the online setting management is presented in detail, and its application in serious blackout and black start of power system is also discussed.
