| 摘 要： | 在全面分析我国能源与电力发展形势的基础上，从我国经济可持续发展的战略高度提出了今后能源有效利用和能源结构调整的指导方针；阐述了我国热电联产发展现状和今后的发展方向；全面论述了分布式能源及其技术途径、发展现状、存在问题和发展前景，就分布式能源发展的战略实施规划和装备、技术、组织管理、供电系统模式及政策支持等问题进行了全面具体的指导．

| Abstract: | On the basis of analysing development trend of energy and electricity in China roundly, from the aspect of sustainable development, puts forward the guideline of effective energy utilization and energy structure adjustment. States the development situation and direction of triple - generation. Discusses the distributed energy and its technology, development situation, problems and foreground. Gives the general and material guidance to distributed energy development on the aspects of strategic implementation plan, equipment, technology, organization and management, power supply model, policy support and so on. |
