中国土地生态管护内涵和发展策略探讨

为推动中国土地生态管护的发展，探讨了其内涵，并就发展策略提出了建议。通过国外相关研究总结，对比分析了环境管护、乡村管护、土地管护、生态管护、生态系统管理、生态系统管护等相关概念的内涵；综合其理论框架、发展需求以及国际相关经验，对中国土地生态管护内容、原则与发展策略进行了探讨。结果表明：土地生态管护是美丽乡村建设的重要方式，涉及不同尺度上的各个生态系统，保育“土地社会生态”耦合系统弹性，注重不同利益相关者参与，完善法律法规等制度建设；加强土地生态管护是推动土地资源“数量、质量、生态”三位一体综合管理的有效方式，需加强政策制度建设以及不同尺度上的理论与技术研究。

Discussion on Connotation and Development Strategies of Land Ecological Stewardship in China

In order to improve land ecological stewardship in China, the connotation of land ecological stewardship was discussed, and the development strategy was suggested. Through summarizing the related researches abroad, connotations of environmental stewardship, land stewardship, ecological stewardship, ecosystem management and ecosystem stewardship were contrasted; based on the theoretical framework, development requirement and international experience, the content, principle and development strategy of land ecological stewardship in China were discussed. The results show that land ecological stewardship is important to construct beautiful village in China; multi-ecosystems with different scales need to be considered in land ecological stewardship; protecting and improving resilience of ＂land-society-ecology＂ coupling system is crucial; stakeholders＇ interests involved in kinds of land programs have to be taken into account; a key requirement is to accelerate related laws and regulations making; improving land ecological stewardship is a comprehensive and effective method to support land resource managements on quality, quantitative and ecology; a strong desire is to focus on policies and regulations development, and theory and technology improvement at different scales.
