In order to solve the typical problems with the major counties of small water structures project in Henan Province in the aspects of planning and design,construction,post-construction management,practical strategies and approaches are put forward.These include making adjustment for the standard of independent fee in the project budget,standardization of engineering design,enhancement of quality in project construction,building long-term mechanism of project operation and maintenance,and performance evaluation,which will provide technical guidance for the management and construction of similar projects.
