中国电信业管制改革历程分析

从电信业管制的角度出发,回顾了我国电信产业从"完全管制→激励竞争→管制竞争"这一电信管制改革路径。在此基础上,探讨了我国电信管制的相对有效性,并对原因进行分析,对于我国改革开放以来电信业的改革历程及其成效做出客观评价,提出应当政府实行有"度"的管制,最终实现有效竞争,并针对目前电信业存在的主要问题给出了相关的政策建议。

The analysis of the revolutionary course in China's telecom industry regulation

From the perspective of the telecom industry regulation, this paper turns back to look at the course of revolution in China＇s telecom industry regulation, from ＂totally regulation to encourage competition, and then to regulation and competition＂. On the basis of what have been described, the paper discusses the relative effectiveness of telecom regulation, analyzes the reason, does the evaluation on the effect of the course of telecom industry revolution objectively, and gives some suggestion to government, which should do the proper regulation, and to achieve effective competition at last. Finally, this paper gives the relevant policy recommendations on the problems in telecomm industry.
