摘    要:为实现淠史杭灌区范围内各行政区域初始水权科学合理的分配,构建了基于公平性、高效性、可持续性和可调控性原则下的初始水权分配指标体系,运用熵权法计算各指标权重,通过TOPSIS模型确定各地区水权分配比例及其分配量。结果表明:6个较大权重指标中有3个(建成区绿化覆盖率、城市污水集中处理率、工业废水排放达标率)属于水权分配可持续性原则下的指标,说明区域水资源开发利用的可持续性对初始水权分配的贡献最为突出。

Abstract:In order to realize the scientific and reasonable allocation of the initial water right within Pishhang Irrigation District, an index system for the allocation of the initial water right based on the principles of fairness, high efficiency, sustainability and controllability is established herein, for which the weights of all the indexes are calculated with entropy weight method, while the water right allocation proportions and amounts are determined with the TOPSIS model. The result shows that among 6 larger weight indexes, 3 indexes(green coverage ratio of built-up areas, urban sewage processing ratio, and the attainment rate of the industrial waste water discharge) belong to the indexes under the sustainable principle for the water right allocation. It is indicated that the contribution of the sustainability of the regional water resources development and utilization to the initial water right allocation is most significant.
