| 摘 要： | 水环境危机是全球问题，不容乐观。水的可持续利用是社会经济建设和城市可持续发展的重要制约因素。为从根本上解决水环境问题，促进城市可持续发展，笔者提出：以实现两个根本转变为契机，通过经济政策、法律手段和价格机制运作城市供水与污水治理企业；重视城市污水集中处理，将水环境治理与市政建设有机结合；以科学技术为先导，靠合理完善的水环境系统管理，使水污染得到有效控制，把水资源的开发利用和保护全面推向市场。
