摘    要:叙述了高碳能源体系利用的必要性、社会发展与碳排放的关系以及低碳技术的含义,指出,高碳能源低碳化利用的支撑技术包括3个层次,即基础研究、技术创新和加快经济发展方式的转变,发展战略性的新兴产业,提出了中国发展高碳能源低碳化利用的建议。

Abstract:This paper describes the necessity of high-carbon energy utilization, the relationship between social development and carbon emissions, and the implication of low-carbon technologies. The supporting technologies of low-carbonizing utilization of the high-carbon energy contains three levels: fundamental research, technical innovation and speeding up the change of economic developmental model, developing strategic emerging industry. The author puts forward suggestion for China to develop low-carbonizing utilization of high-carbon energy.
