摘    要:为解决目前在电网发展诊断问题中使用传统单一评价方法造成的主观意识过强、缺少对客观原始数据本身的评判以及权重分配不均的问题,提出基于最优最劣法(best worst method, BWM)-熵权-逼近理想解排序法(technique for order preference by similarity to an ideal solution,TOPSIS)的电网安全与效益综合评价方法。将NASH均衡解作为协调优化目标引入到BWM-熵权法中计算综合权重;并利用TOPSIS法对计算出的被选方案与理想方案之间的距离进行排序。此方法结合了客观数据全部信息,使主客观权重均衡。采用该方法对国网经研院2017年全国25个省份的安全与效益两方面共16个指标进行了实例分析,验证了该方法的可行性。

Abstract:In allusion to such problems as excessive subjective consciousness brought by traditional single object evaluation method,lacking of objective evaluation on raw data itself and uneven distribution of weights and so on,thus based on best worst method(BWM),entropy weight and technique for order preference by similarity to an ideal solution(TOPSIS)a comprehensive evaluation method for power grid security and benefit was proposed.In this method,firstly,the solution of Nash equilibrium was taken as the object of coordinated optimization and led into BWM-entropy weight method to calculate the comprehensive weight;secondly,the TOPSIS method was utilized to sort the disparity among the selected schemes and ideal scheme.Finally,the most reasonable scheme was defined.In the proposed method,all objective data were utilized to balance both subjective and objective weights.Taking the 16 indices in both safety and benefit in 2017 given by State Grid Economic Research Institute taking for example the feasibility of the proposed method is verified.
