| 摘 要： | 农村“两改一同价”后，供电企业必将遇到几个难题：安全管理压力增大、法律责任增加、反窃电难度加剧、电费回收困难、供电企业有形负担加重。对８个对策进行了详细论述后认为：农网电价必须在价格上到位；极级管电职能必须加强，村电费要纳入村级财务统一核算；地区与地区间、村与村间允许有稍微不同的电价。
